LECTURE ON “Climate Public Finance Management in Bangladesh”

International Centre for Climate Change and Development (ICCCAD) in collaboration with the Department of Environmental Science and Management at Independent University, Bangladesh (IUB) organized its third webinar on July 26th, 2021. Abu Sumon, a Climate Change specialist presented first part of his two-part lecture series.

Mr. Abu Sumon have played an important role in taking forward the climate change fiscal reforms in Bangladesh. With over 20 years of expertise on a wide spectrum of development and management issues, he has led the formulation and adoption process of Climate Fiscal Framework, 2020 and a Local Climate Financing Framework, Climate Public Finance Tracking Methodology and integrated it with the Integrated Budget and Accounting System, globally known as IFMIS, of Finance Division, Government of Bangladesh.

During the part 1 of the lecture titled- “Climate Public Finance Management in Bangladesh” Mr. Sumon focused on the need for climate finance and dwelled on three ideas and concept on the need for investment in Climate Public Finance. He further illustrated on the entry points of Economic Planning, Budget Setting, Execution and Auditing Process for Bangladesh. Mr. Sumon went on to talk about the way forwards for Bangladesh in this sector. Professor Dr. Saleemul Huq, Director of ICCCAD introduced the speaker and moderated the webinar. The lecture was followed with discussion by two designated discussants: Mr. Ranjit Kumar Chakraborty, Additional Secretary (rtd), Finance Division and Project Manager, Inclusive Budgeting and Financing for Climate Resilience (IBFCT) and Prof. Mizan R Khan, Deputy Director and LUCCC Programme Coordinator, International Centre for Climate Change and Development (ICCCAD).

The webinar was the third episode in the series of lectures by renowned experts working in the field of climate change, climate policy, and sustainable development which aim to provide an opportunity to share knowledge and have discussions on important topics and issues relevant to climate change.

The session was attended by a large group of both national and international participants from academia, policy makers, and representatives from development actors.
